The province of Alberta is permitting an all private retail market. All retail cannabis applications will be handled through the Alberta Gaming and Liquor Commission (AGLC).
This governing body is overseeing the entire retail application and approval process at a provincial level as well as the cannabis distribution. There are 2 parts to the AGLC application, the Retail Application Package and the Due Diligence Package. Each applicant, whether they be an individual, company or partnership is required to disclose detailed personal and financial information to the AGLC, including consenting to criminal and financial background checks.
Companies and partnerships must also provide detailed breakdowns of their ownership structure, list of key employees and disclosure of any associated companies. Individuals, companies or partnerships who are associated to the applicant are also required to provide detailed personal and financial information to the AGLC, as well as consent to criminal and financial background checks. A detailed floor plan is required, along with a security layout, detailing the location of all cameras, sensors and door locks. A site map of the area surrounding the location must be provided. This must show all surrounding businesses and show that the location meets all the provincial and municipal proximity restriction requirements. Applicants must obtain municipal approval for their location before being licensed at a provincial level. Municipalities can prohibit retail locations from operating in their area.
The province of Alberta has also proposed to introduce a special license specifically for marketing cannabis on behalf of a federally licensed producer. These licence holders are called Cannabis representatives in Alberta.
